Goal: Use desired outcomes to identify courses. Track (a job class) defines the outcome

1) Identify desired outcomes ("End Points" or categories of jobs)
  - group job skills to tracks
  - each track in turn may offer variations (not all courses of track have to be taken)
2) Map required job skills to a set of courses
   - identify overlap between courses and merge if possible
